Business Resilience & Continuity
Policy & Commitment
Banpu is committed to building a resilient organization that can anticipate, prepare for, respond to, and adapt to any significant disruption, while ensuring the continuity of critical services. In a volatile business environment where disruptions may arise from natural disasters, technological failures, man-made threats, or other unforeseen crises, Banpu embeds business continuity management into our core business strategy, enabling us to mitigate risks, recover quickly from disruptions, and maintain stable operations across all scenarios. This approach safeguards both our physical and digital assets, which is increasingly critical in today’s digital era. This commitment is formalized through the Business Continuity Policy, which applies to all subsidiaries across the
Management Approach
The Company’s business continuity management system (BCMS), aligned with ISO 22301:2019, covers the full cycle of business continuity management, from identifying critical business functions, conducting business impact analyses (BIAs), developing Business Continuity Plans (BCPs), and carrying out regular BCP testing and exercises. The Company has maintained ISO 22301:2019 certification since 2022, with certification coverage extending to the head office and related businesses in Thailand, as well as subsidiaries in China.
To ensure effective crisis response, the Company has established dedicated crisis and emergency management teams across four levels: Crisis Management Team (CMT) at the corporate level, Incident Management Team (IMT) at the country level, Emergency Management Team (EMT) at the site level, and Emergency Response Team (ERT) at the front-line level. In addition, specialized teams such as the Crisis Communication Team (CCT) and Disaster Recovery Team (DRT) have been appointed to provide focused support during critical situations.
BCP testing & exercises are carried out regularly at each level to validate the effectiveness of the plans and enhance organizational awareness and preparedness. The performance of the BCMS is reviewed annually through internal audits and management reviews, ensuring continuous improvement in line with the Company’s business continuity objectives. Formalized post-exercise reports capture outcomes, recommendations, and corrective actions to drive ongoing system enhancement.
Environmental Emergency Preparedness and Response
Mining operations carry inherent risks, including pond failures, wastewater overflows, and hazardous material spills. Such incidents can disrupt production, affect surrounding communities and ecosystems, and expose the Company to regulatory and reputational consequences. Proactive emergency preparedness is therefore central to safeguarding both our license to operate and the environment in which we work.
To manage these risks, the Company has established an environmental emergency preparedness and response procedure that applies to all operational activities, including those carried out by contractors. The procedure defines responsibilities, identifies potential emergency scenarios, and sets requirements across three lines of defense:
• Prevention – Conducting routine equipment inspections, environmental monitoring, and safe chemical storage to reduce the likelihood of incidents.
• Preparedness – Carrying out annual simulation exercises, providing ongoing staff training, and maintaining inventories of pollutants and response equipment to ensure readiness.
• Response – Ensuring immediate incident reporting, rapid mobilization of personnel and resources, proper handling of hazardous waste, and root-cause investigation within 24 hours.
In addition, the Company establishes clear procedures for immediate notification to regulators, community, and nearby receptors in the event of an incident. Together, these frameworks ensure that the Company can respond to environmental incidents rapidly, transparently, and in full compliance with regulatory expectations.
Year in Review
In 2025, Banpu strengthened our business resilience agenda through a coordinated program of Business Continuity Plan (BCP) exercises across operations in Thailand, China, Indonesia, and Vietnam. Scenario-based testing was used to stress-test response capabilities, while parallel exercises strengthened the integration of business continuity and crisis management by validating governance structures, clarifying roles and responsibilities, and reinforcing escalation and communication protocols. Together, these efforts enhanced organizational preparedness and strengthened the Company’s capability to respond to and recover from disruptive events.
The value of this preparedness was demonstrated during the earthquake incident in Thailand, when we promptly activated our Emergency Response Plan (ERP) and implemented immediate evacuation procedures in accordance with established protocols. A real-world validation of the governance structures and response mechanisms developed through ongoing exercises.
In terms of performance, coverage of Crisis Management Team (CMT) and Incident Management Team (IMT) exercises fell short of the target due to the absence of an annual IMT exercise in Australia. Meanwhile, BCP exercise coverage for critical business functions achieved 83%, exceeding the target. We also obtained recertification for ISO 22301:2019 across the head office and related business operations in Thailand, reaffirming adherence to internationally recognized standards.
Looking ahead, the Company remains committed to expanding CMT/IMT exercise coverage to 100% of business units by 2030, while continuing to strengthen implementation effectiveness to support long-term resilience.
